Yes, you can do this in MapViewer. If you make a pin map of all ZIP codes, you can select one of them and then use the Analysis | Query within Range command to find the other ZIPs within a certain distance.
To make this easier, we have created a map to start with that already has a pin map of all the ZIPs. You can download it here. Extract the files from the compressed zip archive and open US_ZIP5_Locations.gsm in MapViewer. You should see a map that looks like this:

To find ZIPs within a certain distance of another, enter the ZIP of interest in the Search by ID box on the toolbar and hit return. This will search for that ZIP and select it.

Now go to Analysis | Query within Range. In the Query within Range dialog, choose the action you want, select Points as the type of object to find, enter the distance, and click OK.

If you set the action to Create worksheet with, like in this example, you can save the worksheet as an Excel spreadsheet or several other formats.
