To create the same ID for multiple points, go to Digitize | Points.
In the Digitize Points dialog box (Didger 3) or in the Property Insepctor (Didger 4), enter the value you want in the ID field you want, check the check box next to "Create Several Objects", make sure there are no checks next to either "Enter Data After Creating Object" or "Auto Increment ID", and click OK (Didger 3).
Digitize multiple points and they will all have the same ID that you entered.
