When your cursor turns into a circle with a cross through it, this means that you cannot place that particular object in that location. Header and Footer items (e.g. text, polylines, polygons, imported objects, scale bars, etc.) can only be placed in the header and footer design areas. Log items (e.g. line/symbol logs, post logs, lithology logs, etc.) can only be placed in the log area. You cannot place a header or footer item in the log pane, and vice versa.
