Yes, you can do this in Didger.
In Didger 4, go to Digitize | Polyline (or Polygon). Before you digitize anything, go into the Property Inspector and change the properties to what you want them to be. Then digitize your object. The next time you go to digitize that object type, the properties will be remembered.
To permanently change the default line properties for all objects, go to File | Project Settings | Line Properties.
