This can happen when an older version of Surfer 8 is installed on Windows Vista and the Surfer program is set to run as administrator. Updating to version 8.08 solved this problem.
Please go to Help | About Surfer to see which version of Surfer 8 you are using. If you are not using 8.08, go to Help | Check for Update to update to 8.08. Once this version is installed, you should be able to create the base map or grid your data.
