Surfer 8 and previous versions did not support transparency for layers or images. All images would be opaque. Therefore, whichever base layer was on top in the Object Manager is what is seen on the screen.
In Surfer 9 and higher, you can select each Base layer in the Object Manager and on the Layer tab in the base properties, adjust the Opacity for that layer. That way, you can set the opacity for one of the image base map layers to see the other image base layer under it.
