How can I define an area around a point based on a certain radius from the point?

First, the points need to be located on your map. You can do this with either drawn symbols or a pin map.  To draw the symbols, choose Draw | Point.  Click on the screen where you want the point to be located.  To create a pin map, put the XY values for each symbol into a worksheet.  You can then choose the Map | Pin Map command in MapViewer to create the pin map.

After the points are displayed, click on the point to select it.  If you have multiple points to select, you can do so by holding down the SHIFT key on the keyboard as you click on each point.  To select all of the points on a layer, choose Edit | Select.  In the dialog, press the Clear All button.  Then, check the box in front of Symbol and click OK.  All of the points will be selected.

With the points selected, choose Analysis | Auto Buffer Zone.  In the dialog, select Point and type in the Buffer width.  Click OK and the areas are drawn around each point.
