Strater 1 does not have a way to automatically add a legend to the header/footer panes.
The best way to create one in Strater 1 is to simply manually draw rectangles in the header or footer panes (or draw one and then copy/paste to make sure they are all the same size), fill them with the fill patterns used (or draw the symbols used), and then draw text next to them with the appropriate text contents.
Using the Arrange | Align Objects commands (or the tools on the toolbar) help tremendously in lining up the text, rectangles, and symbols. Strater 2 can automatically create a legend for any of the schemes in the project.
