In Surfer you can load a BLN file as a base map, reshape the polygon and then resave it as a BLN file. The exact steps are:

  1. Go to Map | New | Base Map, select the BLN file and click Open. The BLN file is imported as a base map.
  2. In the Object Manager, expand the Base layer group and select a polygon in the BLN file.
  3. Go to Edit | Reshape.
  4. Reshape the polygon.
  5. Hit Esc on the keyboard when you are done reshaping the polygon.
  6. Turn off the four axes in the Object Manager by unchecking the check boxes to the left of the axis names.
  7. Go to File | Export and export as a new BLN file. Use this new file for blanking.

You might want to open the new BLN file in the Surfer worksheet and double check that the BLN flag value (0 or 1) is correct.
