There is a difference between setting the opacity for a contour map in the Property Manager via the Layer tab or by going to the Levels tab, and in the Advanced level method properties clicking Fill | Foreground Color.

Setting the opacity via the Layer tab will set the opacity for the entire contour map layer. This includes contour lines, contour labels, and hachures.

Setting the opacity of the color fill (Levels, setting the Level method to Advanced, clicking the Edit Levels button, then clicking the Fill and Foreground Color buttons) only affects the opacity of the actual foreground color fill. It does not affect the opacity of the contour lines, contour labels, hachures, or any background color.
