The Arrange | Enter Group and Arrange | Exit Group commands are used for editing, selecting, adding, reshaping and removing items from base maps.

You can import a base map or create an empty base map layer. Use the Arrange | Enter Group command to "enter" the base map group. You can delete items from the base map, use the drawing tools to add new items to the base map, reshape existing items, and select multiple items in the base map to edit. When you are finished editing the base map objects, use the Arrange | Exit Group to exit out of the base map group.
