SHP files do not support text.
You can convert the text to polygons during export by checking the Render Text check box in the ESRI Shapefile Export dialog box (Surfer 7 or 8) or on the SHP Options tab in the Export Options dialog box (Surfer 9 or 10). The text-shaped polygons will be exported to the SHP.
